The June 5, 2007 ballot will ask voters to decide between:

Measure A (the General Plan Initiative), a group of general plan amendments written for LandWatch Monterey County, and placed on the ballot by a petition drive led by LandWatch.  Voters are asked if Measure A's general plan amendments should be adopted.  A YES vote supports adoption of the General Plan Initiative amending the general plan.  A NO vote opposes the amendments.  Measure A includes provisions that its general plan amendments remain in effect for 25 years, and that a county-wide vote is required to amend them.
> Recommendation -  NO on A.


Measure B
, placed on the ballot by the Board of Supervisors when it adopted the 2006 General Plan (also called GPU4).  It asks voters if they want to repeal adoption of the County's 2006 General Plan.  A YES vote would repeal adoption of the 2006 General Plan.  A NO vote would oppose the repeal.  The 2006 General Plan would remain in effect for about 20 years, and could be amended by a vote of the Board of Supervisors.  Any amendments to the 2006 General Plan would be subject to a referendum (such as Measure C).

Measure C
, a referendum
on the Board of Supervisor's adoption of the 2006 General Plan, which was placed on the ballot by a petition drive led by LandWatch Monterey County.  It asks voters if the county should adopt the 2006 General Plan.  A YES vote on C would support adoption of the 2006 General Plan.  A NO vote would oppose its adoption.  This is a vote on the same plan as in Measure B, which would remain in effect for about 20 years, and could be changed by a vote of the Board of Supervisors.  Any amendments to the 2006 General Plan would be subject to a referendum (such as Measure C).
> Recommendation -  YES on C.


As you can see, Measures B and C ask voters the same question, but from a different direction.  So the election is a vote between two plans, not three.  LandWatch and other Measure A supporters asked the Board of Supervisors to put Measure B on the ballot, but after the Board did so, agreeing not to remove it, LandWatch circulated petitions for Measure C, a referendum on adoption of the 2006 General Plan.  LandWatch now claims the Board of Supervisors is attempting to confuse voters.
