Transportation

The 2006 General Plan would increase the allowable residential use by 3,330 households. With this growth in residential households, buildout of the 2006 General Plan would generate about 27,000 more daily vehicle trips than the existing 1982 General Plan. This would result in 60 to 73 miles of County and regional roadways operating at unacceptable Levels of Service (LOS). Mitigation is proposed which would require new development to pay for direct localized impacts, a County Traffic Impact Fee, and a Regional Traffic Impact Fee to fund regional transportation projects. Mitigation also prohibits the occupancy of new development until all roadways operate at LOS D or better. This would ensure that no adverse cumulative impacts on transportation would occur. The existing 1982 General Plan does not contain a Regional Traffic Impact Fee or other mechanism to require that development activities fund transportation improvements. While the existing 1982 General Plan has a lower development potential relative to the 2006 General Plan, the absence of such a fee or mechanism is expected to result in deficient roadway performance conditions worsening from future development activities. Therefore, potential adverse impacts on transportation from the existing 1982 General Plan would be greater than those of the 2006 General Plan.
