The GPI states in Section 3, on page 2, "For the convenience of the voters, the accompanying Appendix B includes copies of the existing land use maps [including Map 13a, below], which are identified as figures in the [1982] General Plan, that are referred to in this initiative; the maps contained in Appendix B are not being enacted by this initiative, but rather are included for reference purposes only."
