Ballots Cast

The analysis of the Rancho San Carlos vote presented in the Sunday Commentary focused heavily on turnout, the percentage of registered voters casting ballots.

The six regions were arrayed in decreasing order of that factor and in the analysis, the author states that "concern remains that on future measures, higher voter turnout on the Peninsula could overwhelm inland voters."

It appears to me that "ballots cast" is a more important factor in reflecting the influence a region exerts. Looking at that factor in the Rancho San Juan vote, the Salinas region alone outweighed the combined Carmel/Pebble Beach/Big Sur and Monterey/Pacific Grove regions.
