I'm confused. Frankly, I'm often confused by the news media, but let me get this straight. Tuesday the people of Monterey County rejected (voted "no" on) all of the issues on the ballot, which theoretically should leave us with the existing plan from 1982. Yet then I hear on the news that somehow GPU4 remains the new county model for growth (evidently all "no" votes are not treated equally) and with it Butterfly Village.

Rancho San Juan (which included Butterfly Village) had already been rejected by over 70 percent of Monterey County voters. Butterfly Village (Measure D) was itself rejected again on Tuesday by more voters than any of the other measures on the ballot. GPU4 was not "repealed" by the voters, yet there were even more votes (according to the paper) to not "adopt" GPU4.
Ergo my confusion. Where/when does the voice of the people of this county get heard?
